parking enforcement???

I was under the impression that on Ocean View Dr had parking enforcement, yet this car has been parked like this for over a month with no marking on the tires. This is nothing new of having cars parked in the same spot for weeks and normally I have no problem with is but this car's rear tire is up on the curb and from what I can tell it only has Berkeley parking permits. As a resident who has had her driveway blocked by inconsiderate people many times with no recourse to the blockies, I am already not happy with our parking enforcer. In fact there are very few times that I can remember of cars who deserve a ticket actually receiving one. Is there a specific person/office I am supposed to contact when this happens? I have tried the Oakland non emergency number and got no help other then "we'll send someone out." Does anyone have the parking enforcer's information?  Any helpful comments or advice is welcomed.
